E\u011fitim-Sen \u0130skenderun \u015eube y\u00f6neticileri, \u00d6\u011fretmenlik Meslek Kanunun iptali i\u00e7in yine alanlardayd\u0131. \u0130skenderun G\u00fcvercinli Parkta konuyla ilgili bas\u0131n a\u00e7\u0131klamas\u0131 yapan \u015eube Ba\u015fkan\u0131 Mustafa \u00dcnsal,<\/p>\n\n\n\n

Milli E\u011fitim Bakanl\u0131\u011f\u0131 (MEB)\u2019n\u0131n, bug\u00fcne kadar e\u011fitim sisteminde ya\u015fanan her sorunda oldu\u011fu gibi, e\u011fitim emek\u00e7ilerinin ekonomik, sosyal, mesleki ve \u00f6zl\u00fck sorunlar\u0131na da tamamen piyasac\u0131 ve rekabet\u00e7i bir mant\u0131kla yakla\u015ft\u0131\u011f\u0131na de\u011findi. Bu yakla\u015f\u0131m\u0131n son \u00f6rne\u011finin \u00d6\u011fretmenlik Meslek Kanunu (\u00d6MK) d\u00fczenlemesi oldu\u011funun alt\u0131n\u0131 \u00e7izen \u00dcnsal \u015funlar\u0131 s\u00f6yledi;<\/p>\n\n\n\n

\u201c\u00d6\u011fretmenlik mesle\u011fi gibi 18 milyon \u00f6\u011frencinin e\u011fitim hakk\u0131n\u0131 ve bir milyonu a\u015fk\u0131n \u00f6\u011fretmenin mesle\u011fini, \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131, ekonomik ve \u00f6zl\u00fck haklar\u0131n\u0131 koruyan ve geli\u015ftiren bir meslek kanunundan bahsetmemiz m\u00fcmk\u00fcn de\u011fildir.<\/strong><\/p>\n\n\n

Siyasi iktidar, \u00f6\u011fretmenler aras\u0131nda halen var olan \u00fccretli, s\u00f6zle\u015fmeli, kadrolu \u00f6\u011fretmen ayr\u0131mlar\u0131na yenileri eklemekle kalmamakta, e\u011fitim sistemini rekabet\u00e7i ve eleyici bir s\u0131nav \u00fczerinden yeniden d\u00fczenlemek istemektedir. 1739 say\u0131l\u0131 Milli E\u011fitim Temel Kanunu\u2019na g\u00f6re \u00f6\u011fretmenlik zaten bir uzmanl\u0131k mesle\u011fidir. Bu temel ger\u00e7e\u011fi yok sayarak \u00f6\u011fretmenleri kariyer basamaklar\u0131na g\u00f6re b\u00f6lmek, farkl\u0131 \u00fccret politikalar\u0131 \u00fczerinden ayr\u0131\u015ft\u0131rmak \u00f6\u011fretmenler aras\u0131ndaki ili\u015fkilerin ve mesleki dayan\u0131\u015fmay\u0131 bozacakt\u0131r.<\/strong><\/p>\n\n\n\n

Okullarda yapay olarak olu\u015fturulmaya \u00e7al\u0131\u015f\u0131lan farkl\u0131 stat\u00fc ve unvanlar\u0131n zaman i\u00e7inde giderek belirginle\u015fen s\u0131n\u0131fsal ayr\u0131\u015fmalar yaratmas\u0131, okullarda kat\u0131 ve hiyerar\u015fik \u00e7al\u0131\u015fma ili\u015fkilerinin olu\u015fmas\u0131 ka\u00e7\u0131n\u0131lmazd\u0131r.<\/strong><\/p>\n\n\n\n

\u2018Nitelikli Okul\/Niteliksiz Okul\u2019 ayr\u0131m\u0131nda oldu\u011fu gibi, kariyer basamaklar\u0131 \u00fczerinden \u2018Nitelikli \u00d6\u011fretmen\/Niteliksiz \u00d6\u011fretmen\u2019 alg\u0131s\u0131 yarat\u0131lmak istenmesi son derece tehlikelidir. \u00d6\u011fretmenlerin mesleki birikimi ve niteli\u011fini yok sayarak hayata ge\u00e7irilmeye \u00e7al\u0131\u015f\u0131lan kariyer basamaklar\u0131 uygulamas\u0131 \u00f6\u011fretmenlik mesle\u011finin sayg\u0131nl\u0131\u011f\u0131n\u0131 daha da d\u00fc\u015f\u00fcrecek \u00f6zellikler i\u00e7ermektedir.<\/strong><\/p>\n\n\n

Siyasi iktidar e\u011fer bir meslek kanunu yapmakta samimi ise yapmas\u0131 gereken tek \u015fey \u00f6\u011fretmenlik mesle\u011fi a\u00e7\u0131s\u0131ndan uluslararas\u0131 d\u00fczeyde kabul g\u00f6ren en \u00f6nemli belge olan \u201c\u00d6\u011fretmenlerin Stat\u00fcs\u00fcne \u0130li\u015fkin Tavsiye Karar\u0131\u201dna uygun bir d\u00fczenleme yapmal\u0131d\u0131r. ILO ve UNESCO ortak belgesi olarak 5 Ekim 1966 y\u0131l\u0131nda kabul edilen ve T\u00fcrkiye taraf\u0131ndan da onaylanan tavsiye karar\u0131 \u00f6\u011fretmenlerin toplumsal stat\u00fcs\u00fcne y\u00f6nelik olarak bug\u00fcne kadar at\u0131lm\u0131\u015f en \u00f6nemli ve kapsaml\u0131 ad\u0131md\u0131r.<\/strong><\/p>\n\n\n\n

\u00d6\u011fretmenlerin sadece okul i\u00e7inde de\u011fil, toplum i\u00e7inde de yerine getirdikleri g\u00f6revin ta\u015f\u0131d\u0131\u011f\u0131 \u00f6nemi, uluslararas\u0131 d\u00fczeyde belgeleyen, \u00f6\u011fretmenlerin t\u00fcm sorunlar\u0131n\u0131 ele alan ve durumlar\u0131n\u0131 t\u00fcm ayr\u0131nt\u0131lar\u0131 ile d\u00fczenleyen bir metindir. Bu metin dikkate al\u0131nmadan haz\u0131rlanan bir Meslek Kanununu kabul etmemiz m\u00fcmk\u00fcn de\u011fildir.<\/strong><\/p>\n\n\n
